What is Amex interest rate for paying a cable bill? Do they charge a transaction fee?

My mom paid her cable bill with her friend's Amex. The total bill was $466.01 however she charged my mom an extra 25 bucks for the interest and transaction fee. Is this a reasonable amount or is she ripping us off?
