MY 82 CHECY EL CAMINO?

I have an 82 El Camino. One day I was driving in a real bad rain storm. When i got home and pulled in the garage I tried to turn off my windshield wipers and high beams and neither would go off. The lights would go off but not the high beams of wipers. I didnt think much about it. the next day when I started the car they still would'nt go off. I noticed that the penger side had been leaking water in and the ECM got wet. As I gave it a little gas the car started puttin and misfiring and it never did that before. Then i seen a little smoke from inside the car but I could'nt tell where it was coming from. I smelled something burning so I turned off the car. Then I tried to turn it back on and nothing happened. That was a month ago and its still not doing nothing. Its like I have no battery in there but its a new battery. The lights still come on but nothing else works. I bought a new ECM but not a new PROM inside the ECM. I even called the dealership and they said that they dont have the new Prom anywhere in the USA. I bought a new ignition switch, Still nothing. Now Im clueless on what it could be. Does anybody have a clue on what it could be because I dont wanna buy nothing else untill I know for sure thats what it is because I could'nt get my money back for the ECM or the ignition switch. I was considering selling the car but I wont get what I want for it in that condition. Any clue on what to do? Thx!
