250? two stroke or four stroke.?

i have a few bikes, a crf 450, a crf 250 and a cr 125. and i heard from a reliable source that the cr 250 stock is a little quicker than the crf 250 stock while using the same rider, same track same situation, i heard 2strokes are the way to go on 250s. any truth to this?
