I am trying to write to my friend Raul Leon. He is in Florence AdMax. I was told I can't write him! Why?

The Bop Warden denied me the right to write him. We have been writing for years, now I am not allowed to. Can anyone share insight on this? I wrote him at pelican bay and another Federal Prison. Isn't this a violation of his civil rights?
