How would Locke,Marx,& Mill feel about the gov't forcing younger Americans to purchase health insurance?

Congress is currently debating various proposals to reform America's health care system. One of the goals is to lower the number of America's who lack medical insurance. According to Milwaukee Journal/Sentinel, every proposal before Congress "would require that virtually all Americans - including young people - have health coverage. Those who opt to go without insurance could face fines of as much as $950 a year for higher income people, according yo one proposal in the Senate." Lawmakers plan to include generous subsidies to help lower-income citizens pay for their medical insurance. Nevertheless, younger Americans could end up paying disporportionately larger premiums in order to subsidize the health care costs of older Americans. This raises the questions: Should younger americans (between the ages of 19-29) be forced by law to purchase health insurance?<-- Based on their philosophical views how would the three previously listed philosophers answer this question?
